Job Summary:

The Benefits and Leave Manager provides strategic support of HR policies to include management and oversight of leave programs, monthly timesheets, and accommodation considerations. Assists with initial intake of concerns as assigned. Collaborates with Benefits & Risk Coordinator, payroll, and carriers to support best practices in employment processes. Requires strong analytical skills, excellent attention to detail, understanding of leave and accommodation regulations, and a calm, consultative approach in helping others through sensitive and complex situations.

REPORTS TO: Vice President for Human Resource Services

Minimum Qualifications:

• Completed bachelor’s degree from a regionally accredited institution.
• Two years of professional level experience in human resources-related functions (i.e. recruitment, benefits management, leave administration, etc.).

Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.

Preferred Qualifications:

• Experience working in higher education.
• Experience managing various leave programs including FML and Colorado FAMLI.
• Experience with ADA reasonable accommodation processes.
• Experience in handling employee concerns.
• Ability to read, write, and speak fluent Spanish 

Duties & Responsibilities:

Time/Leave Coordination
• Responsible for understanding and interpreting time/leave programs related to Family Medical Leave Act (FMLA) and Family and Medical Leave Insurance (FAMLI).
• Serves as college liaison for leave coordination with System Office Leave Coordinator.
• Assists with development of training, communication materials, and guidance related to time/leave processes.
• Reviews and interprets medical certifications and supporting documentation to determine employee eligibility and appropriate leave designation.
• Maintain accurate records and reporting of time/leave, leave without pay, other leave programs ensuring data integrity and compliance.
• Resolves time/leave discrepancies while maintaining compliance with applicable laws and policies.
• Coordinates return to work and fitness for duty processes, including coordination of modified duty as appropriate.
• Produces, sends, and tracks required leave documentation; communicates rights, responsibilities, timelines, and follow up steps to employees.
• Identifies compliance risks and process improvement opportunities within leave programs.
• Calculate make whole assessments, complete necessary leave changes and assist in coordinating payroll adjustments as needed.

Benefits Management
• Supervises benefits & risk coordinator position.
• Responsible for understanding and interpreting benefit coverages applicable for each employee category.
• Assists employees in navigating the various benefit options, including short-term disability and long-term disability.
• Reviews reports, research and resolve discrepancies related to leave and benefits coverages.
• Assists with benefit coverage reconciliation, initiation, and separation processes.
• Assists with collection of benefit payments.
• Collaborates with Benefits & Risk Coordinator, payroll, and carriers to support leave extensions, accommodation considerations, and workers’ compensation processes.

ADA and Intake Processes
• Responsible for understanding and interpreting the employee and applicant ADA process.
• Administers the ADA interactive process for employees and applicants.
• Reviews medical documentation and accommodation requests ensuring timely, documented practices.
• Serves as panel chair and remains current on Title IX and ADA regulations.
• Assists with initial intakes as assigned.
• Develop and deliver educational materials and training.
• Apply discretion with confidential, sensitive, and medical information.

Work Life Balance
Pikes Peak State College offers a generous amount of annual leave and sick leave. Depending on your employment category and full or part-time status, Pikes Peak State College offers 15 hours a month of annual leave and 10 hours a month of sick leave accrual. There are paid holidays and alternate paid holidays which allow the college to be closed Christmas Day through New Year's Day. Eligibility is defined by your employment FTE status.

Pikes Peak State College participates in Colorado Public Employees' Retirement Association (PERA) contribution rates. While you are enrolled in PERA, you do not pay Social Security. In addition, there are supplemental retirement plans available through three other vendors.
